Abstract: At a time when Europe’s political leaders are considering new reforms of the single currency, T-Dem’s plea for a Eurozone assembly should be welcomed. Such a body, serving as a "Congress", could fill the democratic void that has arisen during the crisis by acting as parliamentary interlocutor of the currency union’s leaders and finance ministers. Contrary to what the authors of T-Dem envisage, however, it should not act as a legislator with the competence to set the corporate tax rate and pool public debt. And its establishment would ideally take place through an amendment of the EU Treaties instead of a new intergovernmental agreement.

Keywords: T-Dem – Eurozone Congress – Euro Summit – Eurogroup – European Stability Mechanism – Fiscal Compact.
